Cargoes of arms and ammunition, consigned to Australia, have been placed on board twelve foreign vessels at Philadelphia, at tho instance, of the Wilmington Powder Company, of Delaware. Shipping circles believo that the cargoes are not intended for Australia, but for the Pacific Coast dofences of tho United States.
