GERMAN ARMAMENTS.
FACILITATING THEIR INCREASE. CHARGES IN THE REICHSTAG. (By Cable.—Preei Association.— Copyright.) (Received April 20th, 5.5 p.m.) BERLIN, April 19. In the Reichstag, Dr. Liebknecht, a Socialist, stated that Krupps and the manufacturers of Mauser rifles had resorted to illicit methods of inducing the leading organa of tho French Press to create an anti-German sentiment, tho object being tho facilitation of an increase in German armaments Ho also accused Krupps of secretly corrupting officers and officials in the Prussian War Office, to secure early information of contracts and an insight into the offers of competing firms. Dr. Liebknecht stated that several persons in prominent positions had been arrested.
Tho Minister of War replied that Dr. Liebknocht's statements were a grave exaggeration, but tho matter was being investigated. He admitted that one of Krupps' officials had bribed sergeants and others to disclose information. It was still uncertain whether any of tho directors were involved, nnd he begged tho House to reservo its judgment.
