Responsible neivspapors say that the Emperor Franz Josef's letter to tho Czar dealt with the general situation, and seeks a mutual disarmament, owing to the continual uneasiness. The letter is interpreted as an indication that th© Ambassadors' Conference in London has not softened. Austro-Rus-sian asperities, and Prince Hohenloho is empoAverod to negotiate a rapprochement.
