TURKEY'S ASSFMPTION.
HOPEFUL OF-BETTER TERMS.

The Allies decline to criticise the Turkish proposals, because they assume that Macedonian reforms are still sdught, whereas tho destinies of tho Macedonians have passed out of Ottoman hands. A territorial buse is tho only one on which negotiations ■ can proceed.
M. Reschid reminded tho Couforenco that the Allies undertook tho war to compel tho Porte to grant tho reforms, which it was now willing to concodo, and that the Balkan League spontaneously and emphatically disclaimed that it was for territorial aggrandisoment. Berlin and Vienna official quarters tako an optimistic view of tho result of the Conference. Router says that the Turks felt justified in submitting excessive coun-ter-proposals, because the Allies had presented terms beyond what wero expected. The retention of Adrianople and Thrace is indispensablo to Constantinople's security, likewise necessary if Turkey is to remain a State. Tho Turks appear hopeful that a resumption of hostilities will secure them better terms.
