Every Federal power, ho contended, reserved these powers to tho central authority. Mr Samuel said that the Bill did not give power to tax articles not included in the British tariff. The amendment was negatived by 303 votes to 167. (Received November 27th, 11.35 p.m.) Mr Hewins's amendment not to allow the Irish Parliament to give bounties, was defeated by 325 votes to 214. Clause 15 was carried, but seventy amendments wero not discussed. Two hours were spent in divisions, leaving an hour for the discussion of clauses 16 to 21.
