BOROUGH COUNCILS.

NEW BRIGHTON. The fortnightly meeting of the New Brighton Borough Council was held on Monday night. Present :-The Mayor (Mr J. A. Flesher) and Councillors J Buxton, J. B. Scoble E \ M Leaver W. S Mahquin, *F. Sfncock; B. J. Ager AY Bellamy. an d G E Goodwin. Iho -New Brighton School Committee s application for permission to tako up a collection in aid of tho prize fund at one of the Municipal Ijand concert- was granted. The Canterbury Automobile Association wrote asking permission to make a roadway so that motor-cars could cot on to tho beach without getting stuck in the sand, the road would bo made of concrete blocks, and the work would bo done to the satisfaction of the Council. It was decided to reply that the Council would facilitate the* work as far as possible, and desired information as to the size, weight, and depth of the concrete- blocks, and how it was proposed to fix them' together. In reply to a letter from the convener of the Conferenco held to consider the ( question of establishing a superannuation fund for local authorities' employees, it was decided to ascertain what the co.t of tho actuarial report would be, and tho amount of the Council's share. Mr F. W. Freeman, C.E., wrote advising the parade now being made alongside the Esplanade should bo protected by broom or lupins from the sand-drift on the north side. It was decided to servo notice withdrawing permission io cut down trees in the Reserve, and calling on the contraotors to carry out the terms of the arrangement entered into by them. The Town Clerk reported that since last meeting building permits had been granted for a dwelling house at £3»50, a whare at £50, and addition to a dwelling £30. The Works Committee reported that in regard to the mosquito nuisance it had been ascertained that stagnant- water existed in several parts of the borough and outside its boundaries. Before any beneficial results could be obtained it would be necessary to treat in the manner suggested by Dr. Stevens all stagnant pools. To experiment on a few places in the Domain would be futile, and in these circumstances the committee could not see its way to take any steps at present. The formation of Jubilee avenue had been '1 completed. J. E. Garland's tender 1 for scoria at 6s 9d per cubic yard, I delivered on the road, had been ac- 1 cepted, and delivery commenced. The ] committee recommended that 500 cubic ( yards of metal be procured, and stored i tor road repairs next winter. The i By-Laws Committee reported recom- ] mending the Council to fix the follow- t ing scalo of charges for amusements , ci tho beach, and that Mrs McCallum j should be given tho first option to j, I .ako up permits:—Merry-go-rounds * £1 10s per annum each, ocean wave £1 10s, aerial flights 10s, swings 2s ' per annum, see-saws 2s, bathers' dress-' . ing tents ,2s. donkeys or ponies 2s per head per annum. Only one permit to be granted in respect of each amuse- s ment licensed. WOOLSTON,

The ordinary meeting of tho Woolston Borough Council was held on Monday night. Present—The Mayor (Mr McGregor Wright), Crs. Graham, Gimblett, Taylor, .G: lino re, Morris, Mills, and Wright. Tho resolution passed as a special order on October 25th, making by-laws in respect of the Publio Library. Baths, Park, and Reserve, was confirmed. The Works Cornmi tteo recommended that Bowron Bros., Ltd., be allowed to place a pipe in the Heathcote river and across Princes street, to obtain an additional supply of water, and that the channelling and forming at Dyer's street bo proceeded with on the original plan. Mr Parish submitted an amended plan for channelling _)yer street. This was considered, together with tho works report, and it was resolved to engage a surveyor to report by December 7th <*n tho two schemes submitted. The Finance Committee reported receipts for the fortnight £110, debtor balance general account £__-, debtor temporary loan £2030, credit loan account £900, and --commended payment of accounts £143 15s. Tho Mayor recommended that the Royal Humane Society bo asked to recognise the bravery of the stationmaster in rescuing two children from drowning in tho Heathcote river at tho Woolston railway station. It was resolved to congratulate the Woolston schoolgirls on again winning the shield at the school sports. . It was resolved that a letter bo sent to Cr. Newton, conveying the condolence of the Council with him and his family on the death of his brother. Mr J. C. Helmoro wrote, accepting the amount offered in settlement* of Wild's claim. The Hospital and Charitable Aid Board wrote, agreeing to a provisional permit being granted to keep swine at Mackworth street, if the premises aro kept in proper sanitary condition.—Received.—The Town Clerk of Waihi wrote, forwarding a -*f a resolu+ion passed by the Waihi Borough Council, regarding conditions' of employment. The Council resolved not to co-operate in the matter, and expressed its opinion as being avers© to compulsion in the matter of loyalty. , A letter was received from tho conference of representatives of local authorities' employees, asking if the , Council would subsidise a superannuation fund, provided a sound scheme is propounded. The matter was referred to the Finance Committee. Th© hon. secretary of the Woolston Beautifying Association asked permission to advertise by placing posters in public places, .'he request was referred to the By-laws Committee. The question of erecting a fenco between the Borough yard and the Wesieyan Church grounds was referred to tiie works manager for an estimate of the cost.

KAIAPOI

The Kaiapoi Borough Council met last night. Present: —Ore. Bat© (in the chair), Robb, Revell, Mealings, Etherington, Renaldi, and Keetley. Mr A. G. Ashby, secretary of the Public Library, reported that the membership was increasing, and much interest being taken in the library, which had caused the committee to order additional books and periodicals. The committee had to thank a resident for the gift of a picture. The report was adopted. Two applications for refunds of rates on unoccupied premises were referred to the Finance Committee. Tho Waihi Borough Council forwarded a resolution asking that it be a condition of employment in future that all employees sign a declaration of loyalty to the King and the Union Jack. Cr. Revell commented on the action of the Waihi Council, and moved:—"That in tho opinion of this Council and in its experience such a declaration is nn- j necessary." Cr. Renaldi did not think there was any need for such a motion in a free country. Cr. Etherington considered it was only asking those whom they emoloyed to bo loyal.- Cr. Robb remarked that at this distance the Council did not understand the position at Waihi. and need not interfere. The motion was earned. Tho Finance Committee reported m favour of adopting Part 2 of the Motor Cars Act, under

which regulations could be drafted to Adopted. Hie postal authorities notified that a posting box would be placed at the junction of Ohoka and Peraki roads The receipts for the fortnight wero £-12 is 3d, and the overdraft was reported to be £573 17s 6d. ,
