The mobilisation had been badly carried out. and tho Government had been hampered by tho Tripolitan war. The "Tageblatt" publishes an interview with King Nicholas of Montenegro. Ho declared that th c Allies would settle affairs alono, but their victories would not mako them forget to accemmodato their wishes to tho general European situation. REARGUAUD ACTIONS. For hours the verdict at Serai and Tchoriu hung in tho balance, the fortunes of tho combatants continually wavering. The position of the Bulgarians for a time was hazardous.
