AMENDING BILL INTRODUCED.

(special to "the press.") "WELLINGTON, October 1. The Bill to amend the Widows' Pensions Act of last, year was introduced by Governor's message in the House of Representatives this afternoon. The benefits of the scheme are to be extended to any woman whose husband is detained in a mental hospital, and who is incurable and likely to be incuiablo for at least twelve months. The Bill also brings within the scope of the principal Act. any child born out of New Zealand If its mother was only temporarily absent from New Zealand at the time of its birth, and any child born out of New Zealand if its mother has continuously resided in New Zealand for not less than ten years immediately preceding an application for a jension. The present law is somewhat obscure in its definition of annual income, and .. new and elaborate definition is included in the Bill. Power is to be civen to magistrates to review any pen- • ion certificate during its currency on the ground of altered circumstances. It is estimated that the'extension of the scheme will involve en additional expenditure of £ .000 per annum.
