Peter Bruno, a wealthy Italian cafe owner at San Francisco, appealed to the police tor protection on receiving the third of a series of letters from blackmailers who demanded ICOO dollars. This was not paid, and his cafe was dynamited. Bruno says he was driven from Portland and El Paso, Texas, by blackmailers. OF CONSUMPTION. (Received October Ist, 12.30 a.m.) LONDON, September 30. The British Medical Association states that tho Sickness Insuranco Committee has drafted a scheme to effectively deal with tuberculosis. It provides for placing each district under a tuberculosis oflicor to act in conjunction with the patient's doctor. The former determines the method of treatment. SAFETY OF LIFE AT SEA. The Ship-owners' Parliamentary Committee has passed a resolution severely criticising the Board of Trade's new lifesaving regulations, on the ground that they subordinate ship-owners' responsibility as regards design and equipment of vessels, to departmental responsibility, thus gravely imperilling safety of life. They abandoned the car and escaped.
