DIVORCE MADE EASY. United Press Association—By Electrio Telegraph—Copyright. LONDON, August 11. Tho "Observer's" Peking correspondent says that tbe Assembly has passed legislation enabling a man to divorce his wife by simply declaring that he is dissatisfied with her. Another Bill abolishes concubinage, but it b not retrospective.
