Mr J. A. Hanan said he congratulated those members of the Government who had not received Ministerial rank. There were members on that Bido of the Houso who had dono splendid work for tiie party when in Opposition, and who now wore taking their cxclusiou from tho Ministry with tho beast of feeling. Ho made that observation because this was in contradiction to what had been exhibited in regard to the selection of tho late Ministry. He could not believe that there wero in the ranks of tho present Government pai -v men who would piny tho part of political traitors beoauso thoy were disappointed offlce-seokers, or who were dead to principle and had lost that recognition cf an honourable pledge which was duo to their constituents. During tho present Parliament there had been a violation of political pledges and views that had degraded tho political life of the country. So far as the new Ministers were concerned, ho believed that all of them would bs found energetic and hardworking to carry out their administra-. tion effectively. Thry would find long hours and close application necessary, and ho trusted they would enjoy good health. Their attainment to the Treasury benches was merely a temporary triumph. He could not believe that the peoplo desired that tho present Government should remain in office, and he was satisfied that if an appeal was mado to the pcoplo to-morrow the Government would * not be returned with a mandate to continue in offio?; in other words, they would not enjoy the confidence of tbo people.
