Tho Czar in a rescript emphasising the Duma's vote in favour of rebuilding the fk'oi. .says :t open, an era of great hopes for Russia, and also means great responsibility for the Naval Department. He appeals to all to unite in striving to infuse new life into tho glorious heritage left by the founder cf the Russian fleet.
