THE BUDGET DEBATE.
In tho Budget debate, the Opposition brought forward a motion to compel tho payment io the Sinking Fund of any surplus remaining after meeting the Chancellor's requirements for additional naval expenditure or losses sustained through industrial troubles. The amendment was negatived by a majority of 53. Mr Lloyd George, in opposing tho amendment, explained that Mr Winston Churchill had already indicated that Britain's naval expenditure depeudod on other countries. "If," he Said, "their programmes should be altered, Mr Churchill .will ask for further expenditure. Wo do not know what is the present position or what our liabilities are, but they must be faced.''
