RECOMMENDATIONS OF CONCILIATION-COUNCIL.

The recommendations of the Conciliation Council in. connection with the dispute between the masters and officers of tho larger steamers and the owners, have been filed Vith tho Clerks of Awards. Tho parties to tho dispute are.the Merchant Service Guild of Australasia (New Zealand section), and tho following owners:—Union Steam Ship Company, Ltd., Maoriland Steamship Company Ltd., Blackball Coal Company, Ltd.,. Westport Coal Company, Ltd., and Huddart Parker; Ltd. It is proposed that tho now conditions shall como into force from to-morrow, and continue until April, IOM. Steamers under 300 tonst gross register aifo to bo excluded entirely from the award. Tho recommendations with respect to rates of pay arc as follow: — Jfasters of passenger steameis, 1000 tons and under, £26 per calendar month; 1001 to 2000 tons, £29; l>ool to 3000 tons, £33; 3COI to 4000 tons, £37; over 4000 tons, £48; masters of rrirgo steamers of the same tonnage, from £25 to £3(J pet: calendar month. Chief officers on passenger steamers, from £10 to £20 per month; second officers, from £13 to £17; third officers, £11 to £14 ; and fourth and fifth officers, £10. Chief officers of cargo steamers, from £K> to £18 per mouth; .second officers, £13 to £15; third officers, £11 to £14: and fourth and fifth officers, £10. Masters of passenger steamers and time-tabled cargo steamers are to receivo twenty-one days annual leave on full pay, and masters of other cargo steamers seventeen days' annual leave. All officers arc to receive fourteen days annual leavo on full pay, and with provision for accumulation ami additional leave as an alternative to pay for overtime. >It is recommended that a week's work for officers sisall be fifty-sis hours, provided that they may lm called on for extra duty if the safety of th© ship requires it. and for boat drill, etc. Provision is also made in tho recommendations tor victualling allowance, transfer cxnonswi, time off at' homo ports, sick pay. petty expenses, etc. Steamers belonging to any of the employers named abwo. which trade within tho Commonwealth of Australia, are exempt; also steamers belonging to the Maoriland Steamship Company, which arc under 600 ions gross register. It is understood that the Huddart Parker, Ltd., claim that an award will b© without jurisdiction so far as they ere concerned, as they are not subject to the Arbitration Court in Xew Zen- ! lan<3V
