Yuan-Shi-Ksd, addressing the Advisory Council, emphasised the necessity, of strengthening relations with foreign nations, reforming tho land taxation, adopting mining regulations, new currency, and uniform weights and measures, and tho employment of foreign exports to deal with finance and agriculture. Tho Government is negotiating with the Powers for an increase io the Customs, and also a reduction in the export duties, ami tho abolition of likin.
