NOTICES OF A LOCK-OUT:. December 27. Notices have been posted in all the mills in North and North-east Lancashire stating that they will close tonight. The Spinners' Federation has decided to curtail production by three days weekly. The "Daily News" questions tho wisdom of the unions in calling on the capitalists to practically enforco union discipline instead of trusting to esprit do corps. Other Liberal newspapers discourage the unions' extreme action. (Received December 28th, 9.50 p.m.) LONDON, December 28. It is believed that the cotton trade lock-out will only be of short duration, owing to tho disproportion between the causo and its effect.
