LONDON, December 27. Tho Director of the Persian Department of the Russian Foreign Office, in an interview, declared that Russia was convinced that the Persian Government was not associated with the anti-Russian outbreaks at Tabriz and elsewhere. The authors of the Caucasian outbreaks were principally Armenian criminals posing as political agitators. He added that 3000 Russian troops were proceeding to Tabritz and Teheran. A fresh attack was made on tho Indian sowars at Kazerun, and two were killed.
