United Press Association—By Electric MELBOURNE, December 9. The Federal House had a 3s-houTs' eitting on tho second reading of the Electoral Bill. A claq3o -was provisionally inserted requiring all articles, paragraphs or reports in newspapers dealing ■ ■■with election matters to hare the names and addresses of the writers attached. The penalty is fixed at £50 for non-compliance with this provision. Tho Bill does cot prorido for postal voting. .
