North England branches-of trade, and 9QQ firms, urged Parliament to poetpono the Insurance Bill, on the ground that it was neither understood nor sanctioned by the country, and gravely imperilled industries. Sir Charles Macara, who presided, declared that to the ordinary cottonspinning company, on the profile of the past twentj'-sevon years, the Bill was equivalent to '< an increase of a farthing a pound in the income tax.
