United Prees Association—By Electrio _ Telegraph—Copyright. PEKING, December 7. An edict announces that the Regent blames himsslf for the upheaval in i China, and begs to bo relieved of the Regentship. Ho has been granted retirement on a pension of 50,000 taels (£6520) per annum. Tho edict adds that hereafter all responsibility in political affairs will be entrusted to the Premier and the Cabinet, while the Dowager will be associated with the Emperor in the promulgation of decrees and State functions.
