BERLIN, November 16
Professor Schiemann, in an article in the "Kre-iiJ! Zeitung," says that Britain, by reason of her obligations under tho Franco-Britii.h Moroccan agreement of 1904, occupied a position similar to Germany's in the Bosnian crisi*. Tbero had been no threats from the British Government, neither was Mr Lloyd George's speech instigated by tho British Cabinet, and it did not poesees the significance attached to it. Nevertheless it occasioned great harir., and it was regretablc that Britain had not corrected it.
