FRANCO-GERMAN AGREEMENT,

PARIS, November 3

M. Deselvcs, French Foreign Minister, announces that the Convention covore the Congo, Übanqui, and Logono basins. France cedes to Germany ISO.OOO to 250,000 square kilometres in tho French Congo, but retains territory enabling her to build railways linking up French Equatorial Africa. Germany recognises France's protectorate in Morocco, and will not place obstacles in the way of military, judicial, and economic reforms. Future disputes by agreement will bo referred to Tho Hague Tribunal.

Herr Lindcquist lias resigned tho Colonial Secretaryship, as he disapproves of the agreement.

Tho Logono river, flowing northwards into Lako Chad, determines tho north-eastern boundaries of French Congo, while tho last fivo hundred miles of tho Congo, and its tributary the Übanqui, throughout its whole length, enclose roughly tho whole of tho southern and w<?stena portions of tho French territory. Tho Congo basin is of tho most importance, Loango, at tho mouth, being, by far tho largest commercial town in the three colonies forming French Congo. All the areas aro described as extremely fertile, and lacking only development. It is estimated tii.it tho total area of . French Congo ivas 700,000 square miles, while tho total expenditure of France on this territory is something liko £150,000 per annum. The colonies have financial and administrativ-a autonomy, and are under administrators, who in turn are respojw siblo to tho Commissioner-General, who is assisted by a Council of Government.
