GERMAN' INFLUENCE OVER THE
TURKISH CABINET.
CONSTANTINOPLE, November 3
liakki Pasha lias declared that if ho is prosecuted for neglecting Tripoli, he will be able to prove that the Turkish Cabinet's attitude in tho beginning was regulated by the assurances of Herr yon Bieberstein, German Ambassador, who induced tho withdrawal of tho Turkish troops, and asserted that it was unnecessary to send provisions and munitions because Italy would never send a single regiment or ship to Tripoli.
Political circles are staggered by Hdkki Pasha's admission.
