The Minister of Foreign Affairs, the Marquis di San Giuliani, to-day telegraphed to Constantinople reminding the Porte that Italy had for many years urged tho endintr of the disorders and neglect which Tripoli endured. Tho exigencies of civilisation made a change vitally important. After setting out ' tho Italian grievances, the Minister added that hie Government hod deckled to proceed with tho occupation, which was the only solution to the problem. Ho I expected that Turkey would instruct its ! Tripolitan representatives not to offer j opposition. Tho Italian Government ! would subsequently negotiate f° r an I agreement to definitely eottle tho situa.j tion arising out of the occupation. A reply was requested within 24 hours.
