The. departure of Colonel Fenzi, Cnief of Staff of the Saloniea Army Corps for Tripoli, has been postponed.

ROME, September 27. Italian warships are cruising off Tripoli.

An Italian note to Turkey demands guarantees for tho protection of Italian eubjects, and adds that the despatch ot leinforcements to Tripoli would re regarded ac an extremely serious act.

It is understood that guarantees equivalent to some form of a protectorate, are asked for.
