REFORM OF THE LORDS.

LORD LANSDOWNE'S BILL. (Received May 23rd, 10 p.m.) LONDON, May 23. Lord Lansdowne's Reform of the Lords Bill has passed its second reading in the House of Lords. Speaking during tho debate, Lord Haldano reiterated that tho Veto Bill must first be settled, and then he hoped tho co-operation of tho two parties regarding reform would follow. He intimated that tho Government would not divido tho House on the measure. Lord Lansdowne, in winding up the debate, said that he had been criticised for not including representatives of the oversea Dominions, but he believed that it would be impossible to adopt such a suggestion without causing a constitutional revolution, going far beyond the limits of the Bill. He defended the fairness of tho Bill, but added that ho in nowise wished it to be regarded as unamendable.
