Th© ''Daily News," commenting on Mr McKenna's reply to Mr ' Robert Harcourt, in which he said he did not expect Germany to have 21 Dreadnoughts in 1913, says there must bo no repetition of tho Admiralty blunders of March, 1909. The new demands for the Navy must be resisted. Their purpose, can only bo aggressive, and the effect will be to cripple social reforms.
