ARBITRATION QUESTION TO BE RE-OPENED. United Press Association—By Electrio Telegraph—Copyright. (Received January t9h, 10.20 p.m.) LONDON, January 9. "The Times" states that the action of President Taft in consulting the United States Senate's Foreign Committee with a view to negotiating on another Arbitration Treaty with Great Britain, on the lines of the abortive Olney-Pauncefote Treaty, will rloubtless receive favourable consideration from Great Britain when :t takes a practical shape. The American Government is sanguine about the eventual establishment of a Court possessing more effective machinery than the Hague Tribunal.
