"ASTUTE POLICY OF SILENCE."
Mr Balfour, speaking at Chester, challenged Mr Asquith to disclose his Home Rule policy. He said that if tho people knew of the increased burdens and other dangers involved in Homo Rule they-would revolt against it, but the Liberals were determined to keep the people in ignorance, hence tho astute policy of silence dictated by Mr Redmond.
