Tho Army and Navy Boards liave been transformed into Ministries, preparatory to the promulgation of a Constitution.

The Cabinet has approved the reduction of the area of poppy cultivation, returns from which have heretofore represented 25 per cent, of the Customs revenue. The National Assembly, by a large majority, re-commanded the total extinction of poppy cultivation, and the prohibition of interprovincial trado in opium within short periods.

Tho Government considers that it will be impossible to summarily suppress the trade in opium.
