(SPECIAL TO "THE TRESS."} WELLINGTON, November 28. MI" NIC IP A L DLSQU ALIFIC ATIONS. During a lengthy discussion in the. Legislative Council to-night on tho Municipal Colorations Bill, the Hon. J. B. Cailan moved a proviso to clause 10 (.which provides for disqualification) as under:---Provided «• person shall not be disqualified from being elected and from being a councillor or mayor by reason only of his being a director of any newspaper company of not less than tlO members, , in which paper any advertisement* relating to affaire of tho borough or Council are inserted. The Attorney-General said a mar's duty and his pocket should not operate on the one side. He recognised wlmt had been said by Mr Cailan, who urged that the clause would keep many aWo and public-spirited men off local bodies, and he knew that public life in Dune-, din would suffer. It would mean tnat two 'public-spirited men in Piinodin would be affected by thek law, and would have to resign their position it this exception were not made. However, although some men suffer, Jho thought it would be best not to leave the door open even the least bit, to allow of a suggestion that our public life could be disfigured as the life of America was. He could not accept tho amendment. Mr Callan's motion Avag defeated by 11 votes to 6. PROFESSORS AND SUPERANNUATION. Reporting on the petition of T. fc>. Foster and others, asking that professors and lecturers on tlio staffs ot the University Colleges bo included in the benefits of tho Teachers' Superannuation scheme, tho Education Committee says that as tho Public Service Superannuation Act Amendment Bill is not being proceeded with this session, the Committee refers the petition to the Government for consideration.
