Tho Finance and Fares Committer recommended as follows:—He ilacktborne road, that the Beard accede tr, the request of the Hate-payers.' Committee that tbe Governor should be requested to incorporate in the Christchiueh Tramway district that portion of the proposed special loan district which is at present outrndo the Tramway district; that the genera! manager lie instructed to prepare an c.Uimato ot probable receipts and expenditure, al.-o the amount of rate, if any, which would have to be levied; that in view of the solicitor's opinion, the committee could not recommend, in the event of n deficiency, the pos-,poi:o-ment of the collection of a rate tor two or three years, in the hope thai the deficiencies for these yean, would be met. by future surplusses; in consideration, however, ol the bouolit which would accrue to tho general Chrihtchureh public by i_ hill tramway, the committee recommended that the depreciation charge, anel the charge for use of centra! a ..sets, power -tation, etc., lie carried forward for not more than three year-, in die event of the receipts not being fufiicient to moot thero c liar goes; that the:- special loan district as defined by the I.aterpayer.s' CommitO ebe approved; tlio committee recommended that the .section oi the New Brighton, Br.rwood and Linwood .civioe between the corner of Cashel street and Maiicho.'.t->r street and the crrner of Woreiister street anel Manchester street be an •overlapping section ; the committee could not recommend, in view of the low schedule of fares, that any contribution be given to the Victoria Rail. trustees towards cot of certain improvements. The- Works anel Traffic Committee reported :—That the committee h::d received a deputation ol residents . f North New Brighton, which requested that the line from the Burwood vicarage to the beach lie electrified. Consideration of tlio matter had been dcfiirred. With respect to the request of the Sydenham Burgesses' A.s_-.oc:.i-tion that coloured lights be placed . n poles at tramway stopping places, it was estimated that the ecst would !*_ about £H)fJU, with an .annual iipk'H-;. charge cf about £i.'lO. The committer" cculfl not recommend that tlio expense bo incurred.
The Work., and Traffic Committee reported that they liad eirefully oon..idcred rhe request of the Woolston Be rough Council for an oj.tei._ion or fare section, on tho Woolston lino, but n_, it was of tho opinion that tlie present sect ion., were of reasonable length. when compared to those on the whop .vy.-tem. it could not recommend that the reqtict.t be- acceded to. The reports wero adopted.
