In view of the Kaiser's visit tho Labour Federation has placarded tho city with the manifesto, "This is iflw man who is the most obstinate adversary of tho establishment of a Parliamentary regime in Germany, and he has most of all a personal responsibility in tho oppressive military eX' penscs on the working classes." Tho police are taking extraordinary precautions for tho safety of the Kaiser.
