THE LICENSING BILL.
A comparison between the Licensing Bill just introduced by Sir JosenE Ward "and the one introduced by toe late Hon. R. J. Seddon in 1904 is .interesting. Two of the main proposals,; namely, No-license, no liquor, and th© elimination of the reduction issue t were in Mr Seddon's Bill. The original draft of Mr Seddon's Bill also contained a national option clause, although this was never submitted to Parliament.
