A report by tho C_lifornian Labour Commission states that exhaustive investigations show that somo form of unskilled labour similar to Japanese is essential for the development of specialised Californian agricultural industries. If the Japanese are excluded, Hindus will have to replace them. It is considered that a prob_bi<e effect of the publication of the report will be to end the anti-Jupanese agitation.
