STEAMER "ARRESTED."
GOVERNMENT VESSEL IN . CUSTODY. United Prew Awociatlon—By Eleotiie . Telegraph—{Topyrignt. (Received April 28th, 10.15 p.m.) BRISBANE, April 23. The l Government steamer Merpie England.has been "arrested" at the instance of the Cairns Harbour Board with respect to unpaid towage fees, due on account 'of the Board's tugboat towing the Merrie 'England from Cairns to Towneville when she was disabled. .
A warrant for the arrest of a veseel is issued from* the Admiralty Court, and is much in the same form a$ a distress warrant is issued. A functionary who is to' all intents and purposes a baiHf, serves tho warrant by tie simple process of nailing it to the mainmast of the. si'ip, and he remains on board in possession until tho claim is satisfied.
