LONDON, April 27
Lord Shaftesbury's Thrift and Crodit Banks Bill was read a second time, and referred to a Select Committee. Tho Bill provides for the rural village banks, of a type of which * there are 15,000 in Germany, 2000 in India, and 300 in the congested districts of Ireland. The Bill aims at assisting the owners of small holdings against the moneylenders.
