UNREST IN EGYPT.

In a. Blue Book on Egypt covering 1909, Sir Eldon Gorst, British representative in Egypt, declares that the Nationalist Party is morally responsible for the murder of Boutros Pasha, the Egyptian Premier, due to th* criminal incitements of self-stylecl patriots. It would be calamitous, he adds, if the improvement which has begun to manifest itself in the attitude of th© country towards its rulers should be cut short by the mad act of an individual. Justification should be given to those forming the numerous elements which advocate the stern repression of such lawlessness. The best tribute that the colleagues of Boutros Pasha can pay to his memory is to ensure tho continuation of his work of pacification.
Sir Eldon Goret admits that ohe Press law which has been revised for the purpose of curbing incitements to crime is being applied with excessive moderation, and adds that unless matters improve, it should b» applied with greater severity.
