EXTENSION TO FRANCE REFUSED.
United Press Association—By Eleotrio TelegTaph— Copyright. (Received April 20th, 11.15 p.m.) LONDON, April 20. Replying to a deputation of members of the House of Commons, the Postmaster-General, Mr Herbert Samuel, refused to sanction the extension of the penny postage system to France owing to the general financial position and also because it woui'i necessitate an extension of penny postage to Germany and Belgium. Extension of tho syttem to tho whole of Europe would cost £380,000, tho extensions to Franco and Germany representing £90,000 each.
