Th© Zionist Congress now sitting at Hamburg unanimously decided to establish a co-operative settlement in Palestine. The sum of £8000 was voted for preliminary oxpemses. Thero are two Jewish organisations seeking to establish a community to which Jows from all countries may go. One, the Zionist Organisation, seeks to bring about the return of the race to Palestine; the other, the Jewish Territorial Organisation, is trying to found a community in any suitable part ot th-- world. The refusal of the Zionist Congress to accept the offer of the f>ritish Government in Central Africa, led to the formation of the latter organisation. Dr. Samuel Daiches, president oi th© London Zionist League, in the course of a recent address stated that tho ninth congress, to ho held at Hamburg, would be the mast important congress since Zionism, in its modern form, had been established. The last three congresses had brought and averted dangers—dangers which could be expressed as Ugandism, or potential Torrifrorialism. They now Know that Zionism meant Palestinism, the only thing Zionism could be. The political position of Turkey had undergone a change, and a charter which was regarded as ntcessary formerly, before an inch ot land was bought in Palestine, was no longer considered indispensable. Tho main work of the ninth congress would consist in deciding upon work in Palestine being immediately commenced; they must start at one© to buy land and to colonise in Palestine.
