Lord Lyttelton, in an address to his constituents, declared that tho Government's policy was to entomb tho Lords in a mausoleum with an impressive exterior, and to delude the nation into the belief that tho Second Chamber could, under such conditions play a worthy and effective part. The vast majority of Unionists, ho said, favoured diminishing the number of members of the House and making them more representative and moro select. Ho added: "Tho Liberal policy in fiscal matters is the -stereotyped, status quo, namely, Protection for everyone except the British manufacturer."
