HOSPITAL BY-LAWS.

[ A LITTLE -CENE. An unexpected incident occurred at the meeting of the Hospital Board on Wednesday afternoon. Towards the olose of the neeting the chairman (Mr J. Ingram) produced a sheaf of typewritten papere, explaining that they were the proposed) new by-laws dealingwith th© Ho__rital. The announcement was received with discouraging silence, and Mr Ingram went on to explain that the present by-laws were obsolete, and he felt -that the new ones should be considered and adopted without deliay. Members remained silent for some time. Finally, Mr C. Allison rose and said that as the new Act would come into force in a few months, and a re-organisation would be necessary between tho Hospital Board and the Charitable Aid Board, it would be waste of time to discuss or make bylaws at this stage. Tho other members, with the exception of Mt Horrell, still remained silent. The chairman, then rose, and said that he did not see how he could remain in office if the hy-laws were not brought up to date. "I resign from the position," he said. Mr W. Thinks said that if the chairman meant to coerce the Board, the sooner he resigned the better. Mr Gapes said that if there was any urgent necessity for an alteration of any by-law or by-laws, the Board would no doubt bo agreeable to meet the chairman. Tlie chairman's response was a. motion that .someone take the chair. After further discussion Mr Ingram resumed the chair. Mr Morris said that the Board should come to some finality about the by-laws, but the chairman's action was neither dignified nor Tight. He hoped that the Board would decide to go on with the by-laws

The Chairman remarked that he did not wish to coerce the Board. Ultimately it was resolved, on the motion of Messrs Morris ar.d Boag, to hold a special meeting on Tuesday, January 11th, to consider the proposed by-laws.
