United Preen Association—By Eloctrio Telegraph—Copyright. (Received December 16th, 11.35 p.m.) LONDON, December 16. Speaking at Berwick, Sir Edward Grey referred to the Congo, remarking that the question, would not bo settled until the Congo was placed in the hands of a Government elected and responsible to a free Parliament. Great Britain was waiting in the hope and expectation that the Congo -would receive such treatment as all civilised countries gave to their colonies.

In the Belgian Chamber Mr Renkin, Minister for the Colonies, declared that the British Press and platform attacks on the Congo were a grave insult io Belgium. The Congo could bear comparison with other countries. He urged -unity in order to oppose all foreign interference.
