PRISON REFORM.
?* ■■. The appointment of the Rev. J. L. A. Kayll as visiting adviser to the Prisons Department would indicate that the Hon. Dr. Findlay intends to incorporate some of the most modern methods of penological reform with the present New Zealand system. The Rev. Mr Kayll (who is assistant Anglican priest at Napier, having previously been stationed at Auckland; Gore, and Pokono) has been an enthusiastic admirer of the Elmira (America) system for many years, during which time he has consistently urged reform in that direction upon th© notice of tho Government. Mr Kayll is the author of numerous pamphlets dealing with the subject, and some years ago published a « bo °.?. m -answer to Dr. Chappie's "Fertility of the Unfit," entitled, "A Plea for the Criminal." Outsid© of the heads of the Prison Department, Mr Kayll is probably one of the most competent authorities on the subject of criminology in New Zealand, and his appointment to the post indicated should be fruitful in interesting results.
