A GERMAN BOAST. BERLIN, March 20. Local papers publish details of work going on night and day in tho extension of the naval base at "W'ilhelmshafen, in the North Sea, and declare that within a few months it will supersede Kiel. All the Dreadnoughts and Invincibles under construction will be stationed at "VVilhelmshafen. Count Revontlow, a well-known naval expert, states that Mr Asquith is in error regarding Germany's assurance that she will not accelerate construction. Count Roventlow boasts that Germany's shipbuilding is capable of even moro rapid progress than it is making. Prince Bulow and Herr yon Schon (Minister of Foreign Affairs) refused to attend a meeting of the Budget Committee. Members are demanding »n explanation of the discrepancies between Admiral yon Tirpitz' and Mr McKenna's statements regarding Germany's rate of construction.
