MR CHURCHILL'S VIEWS ON RETALIATION.

Mr Winston Churohill, writing to "The Times. -, says a speech lie delivered in MnivhestfT on June loth. 1901. contained his views on fiscal retaliation. He conclude-* by saying the Tory ixvlicy of retaliation is merely a convenient verbal cover for a much policy of real protection lying behind it. There i.« nothing in the report in "Tin , Times'' of Mr Churchill's s|>eech of June loth. 1904. to show that Mr Churchill approved of retaliation of any kind or in any circumstances. Certainly he spoke of retaliation as " perfectly soot I ground" for argument, but he isftorwnrds described it as a " usedup. played-out political expedient."
