MR HALDANE ON THE GENERAL STAFF.
United Press Association—By Electric T«legrapb—Oopvright. LONDON, February 28. The- Army Estimates show a decrease of £24,000 and a reduction of 1800 men on tlx> total establishment. Mr Holdane, in a memorandum, states that the recruiting of Regulars is remarkably brisk. Speaking at Brighton, Mr Haktnnc explained in detail tho General Staff's system for the defence of Britain, and claimed that it was as far ahead of plans a. , ? tho motor was ahead of the horse carriase. If the colonies adhered to homogeneous methods for rapid concerted action, it would be a deterrent to foreign aggression.
