In the House of Commons a two days' debate was begun on Earl Percy's amendment deploring the fact that no effectual efforts h :.i been made to restore tho authority of tho law in Ireland, and protect the elementary rights of subjects. Earl Percy cuntondeel that a comparatively narrow area was affected, nnd emphasised the appalling nature of tho situation, and a.sked why the Estates Commissioners had not been instructed to refuse tho purchase of land where intimidation prevailed. He urged that a Coercion Act was necessary to protect witnesses. Mr Birrell strenuously justified the Administration, also prosecution for eattte-driviiig under an ancient statute which ho claimed was excellent for tho purpose. Ho declared that cattle-driving was rapidlydecreasing, but deplored boycotting, which could not bo suppressed by a particular Crimes Act. Ho would not oppose a measure dealing with firearms, providing that it wns mado applicable to the whole of tho United Kingdom. Tho present did not warrant tho enforcement of the Crimes Act.
