MR HALDAXE'S PROPOSALS

WELLINGTON, February 12. Enquiries mndo to-day at headquarters regarding Mr Haldane's :e~ irnarks on the creation of an. Army tf Empire elicited the information .that doubtless the cablegram had reference to an attempt that had been made, and which was progressing, to havt> the outlying Dominions and colonies of the Empire placed upon the same lints and establishments and examination processes, as those which obtained in regard to the British Territoria , forces. xMready something to this end has beon done on the linos desired. It is this which makes i>ossiblo the interchango of officers, of which an earnest may be seen in the contemplated des•pntch to England , of four New Zealand officers, which will take place in a f o\v ■weeks' time. Even now, Colonel Robin, as Chief of iStaff.is in close- contact •with tho military portions of the defence directors of Great Britain, and already tho examinations of officers, tho standards and methods and system, and the character of tho questions, problems, etc., submitted at tho various examinations held -under tho Council of Do fence, have been remodiolled. so as to secure the uniformity with the Territorial scheme, which the Britisu Government desires.
