.The resignation of Lord Tweedmouth has been expected for some months". According to Mr Lucy's correspondence in the '-.Sydney. Morning Herald" he has been suffering from a distressing menp 1 til breakdown. Writing in June,'•'■', MjLncy said that Tweedmouth was undoubtedly not in a condition in which his resignation would bo valid, and that he would probably Jieycp-agairi bo'seen m the House, pf.
